Hey, someone has to pick up the slack now that Pee-Wee’s Playhouse isn’t making new episodes. I just found out what it means, and, well, it probably wouldn’t have been used in the original series:

Pee-Wee: The word for today is garrote! Whenever anyone says “garrote”, scream real loud! Let’s try it! Hey, Globey, what was that tool used to execute people where they tightened an iron collar around some guy’s neck?
Globey: Uh, I’m not sure, Pee-Wee, but I think they called that a “garrote”.
Everyone: AAAAAAAHHHHH!
